On 30 July 2025, the Government of the United States approved the executive order Suspending Duty-Free De Minimis Treatment for All Countries, which removes the tariff exemption for shipments valued at under $800 (USD), regardless of their country of origin, mode of transport, or customs entry channel.
As a result, from 29 August 2025, all shipments, whether from private individuals or businesses, destined to the United States will be subject to the duties, taxes, and applicable charges required by customs authorities. The only exception will be items sent via the international postal network, which will be subject to a duty methodology based on fixed tariffs or ad valorem duties (a percentage of the goods value according to the tariff rate in force in the country of origin).
Packlink PRO will continue to manage shipments to the United States. However, any package you send must comply with the new regulations, including paying the relevant duties and taxes, and providing accurate customs documentation that specifies the country of origin, the value of the goods, and a detailed description of each item.
When the declared value of the goods is equal to or greater than 2,500$ (USD), it is mandatory to provide the recipient’s Tax Identification Number (EIN/EEI) or Social Security Number (SSN).
Customs invoice
All shipments to the United States must include a customs invoice. For this reason, it will be mandatory for you to complete the customs form during the purchase process of the service.Â

This measure will ensure that all parcels are properly registered and processed by Customs authorities and arrive at their destination.
Payment of Taxes and Duties
The recipient will be responsible for paying all applicable fees, taxes, and charges of the shipment, regardless of its value. The transport company will notify them the total amount to be paid once the clearance process has been completed and the goods have been released by customs.
Sanctions and acceptance of responsibility
Shipments that do not comply with the provisions of the suspension of the Duty-Free De Minimis may be held at customs, returned to the sender, or in exceptional cases, destroyed.
In such circumstances, additional charges may be incurred for storage, abandonment, or other expenses related to shipment handling. These will be billed to the contracting party. Packlink PRO will automatically charge additional fees using the same payment method used to finalise the order on our platform.

Packlink PRO will not be held responsible for delays in customs clearance caused by the recipient’s failure to pay taxes and duties, nor for issues or returns resulting from incomplete or incorrect customs documentation.
